Ok, so it's hard to contain my excitement, a new moon in Libra is sort of a big deal. Last month's new moon was in Virgo (all about starting new projects getting the energy to be industrious and responsible in the workplace/house), and this month's new moon is all about relationships. Yay relationships, my favorite subject :)
Libra is an air sign, and it is ruled by Venus. It's the Seventh sign of the zodiac, and rules the house commonly referred to as the House of "marriage, relationships, and open enemies". Since it's ruled by the goddess Venus, those in the sign of Libra naturally want to harmonize, balance, and see the whole world in terms of relationships. It it in this sign that the ego turns from 'me' to 'we', as the signs preceeding Libra are all about the development of the ego. The ones following Libra are all about encompassing the world, and gradually shedding the ego, a movement that ends in Pisces, the ultimate letting go of it all, the watery sign of sacrifice and enlightenment. So because of Libra's unique position as 'in-between' the ego's rise and the ego's fall, in the middle of the zodiac, it tries to balance the two aspects of the ego's transformation. As such, it is the only inanimate sign of the Zodiac, the others being either representations of human or animal forms. As such, it is a sign not only capable of great love and artistic appreciation, but also able to reach great objectivity and abstract detachment. (the intellect being ruled by the element of Air, of which Libra is the cardinal manifestation)

So what does a New Moon in Libra entail? A New Moon is the best time of the month to set forth an intention, or a new project, and to focus on it and vizualize the intended course for it. Since Libra is concerned with relationships and interconnections, as well as abstract concepts, this New Moon in Libra is a good time to settle your romantic affairs, either if your intent is to start one, or to clarify your position in an existing one. Also, if there are any family or work relationships that are giving you headaches, it's a good time to contemplate them and figure out a course for a possible improvement/resolve. If there are any projects at work that are consuming you and are affecting other coworkers as well, it's a good time to contemplate them and gain more insight into them.
A New moon in Libra is not so much about doing, as it is about understanding and gaining insight into an existing situation. So if you have a particular wish or desire (especially in terms of connections to others), this astrological event is asking you to look deeply into your own psychological patterns and motives for wishing a specific manifestation. So feel free to wish and set forth intent, but, above all, understand what it is that you want, and what this says about you.
